In January 2023, Sylla & Partners, a leading business law firm in Guinea, assisted the Coordination of the Project for the Management of Natural, Mining and Environmental Resources (PGRNME) in connection with a study on the sustainability and autonomy of the Permanent Secretariat of the Interministerial Committee for the Monitoring of Integrated Mining Projects, commonly referred to as the One-Stop Shop.
This strategic assignment forms part of the Guinean authorities’ efforts to streamline and accelerate administrative procedures required for the effective implementation of integrated mining projects in Guinea, while strengthening institutional coordination and legal certainty for mining investments.
As part of this study, Sylla & Partners contributed its expertise in mining law and investment regulation to assess the existing legal and institutional framework, identify areas for improvement in the functioning of the One-Stop Shop, and formulate recommendations aimed at ensuring its long-term sustainability, autonomy, and operational efficiency.
The assignment involved an in-depth review of existing procedures for the issuance of permits and authorisations, an analysis of interactions between the various public authorities involved, and the development of proposals to optimise the legal and organisational framework applicable to integrated mining projects. This study was financed by the World Bank Group as part of its support for mining sector governance reforms in Guinea.
