At the time of this project, Guinea faced significant challenges in access to electricity, making the development of new energy production capacity particularly strategic.

The development of a thermal power plant requires the establishment of a complex contractual structure including several essential agreements: the Power Purchase Agreement (PPA) which defines the terms for selling the produced electricity to the designated buyer (generally the State or the public entity in charge of electricity), as well as the EPC (Engineering, Procurement and Construction) contract which governs the construction of the thermal plant by the selected contractor.
